EU elite must earn people’s trust

The size of the French No vote has delivered a shock to the European Union and its political class. But it would be wrong to assume it marks the imminent end of Europe's constitutional treaty.

True, the French referendum is binding - unlike the Dutch referendum due later this week - and as all 25 EU member states must ratify the constitutional treaty for it to enter force, a French No vote might appear to be the end of the project.
