José Manuel Barroso has quashed speculation he is planning a mid-term reshuffle of his team of European commissioners, insisting the current line-up is working at “cruising speed”.

The expected accession of Bulgaria and Romania to the EU in January will add a further two commissioners to Mr Barroso’s 25-member team, and would give him an excuse for a wider shake-up.
